Residents in the Carrollwood area experienced some inconvenient road closures as pipeline construction was underway. The process included dewatering the area, digging trenches, installing the pipeline, backfilling and restoring the area. The pipeline construction and some aspects of the park construction were orchestrated to begin simultaneously. The treatment plant would be closed after the new pipeline was completed and tested. Originally, Hillsborough County Public Utilities planned to have a 6 month testing period, however this was changed to a 12-month testing period after Pinellas County Public Utilities had problems with their pipelines after an active hurricane season that resulted in flooding and wastewater leakage into Tampa Bay.
