History of the Park

Our idea to create a park started with neighbors and has been continued through their efforts, along with the efforts from people like you! When people come together, anything is possible. October 19, 2018 It’s been a long road, but we finally get to see the results of all of our hard work. Phase 1 is complete, so the park will be opening to the public on October 19, 2019! There is still a lot more in store though!
June 29, 2018 The original “Friends of Northwest Regional Park” organized into a fully-fledged non-profit organization to make sure that they would be equipped and able to work with county partners and community resources to make this park the green heart of Carrollwood. Even though our incorporation date was April 13, 2016 everything was made official on June 29, 2018 when all of the nonprofit paperwork was finalized by the IRS and the State of Florida.
March 6, 2018 The county invited anyone that was interested in learning more about the proposed amenities and timeline to visit the site before the more major construction tasks were underway.
January 16, 2018 The diversion pipelines have been in place for 12 months. Along the way, some aspects of the demolition were done side-by-side. However, the official construction began on Jan 16, 2018 with an anticipated completion in Spring 2018. During demolition, the treatment basins and facilities at the site were removed and heavy equipment such as hydraulic hammers, bulldozers, dump trucks and excavators would break down structures and remove the rubble from the site. Soil was then added to the affected areas so the land would be suitable for future use.
April 18, 2017 Hillsborough County Parks & Recreation will hold a meeting to review a proposed park and amenities to be located at the site of the soon-to-be decommissioned Dale Mabry Wastewater Treatment Plant. This is the park concept provided by Hillsborough County Parks and Recreation and presented at the town hall meeting.
September 7, 2016 Residents in the Carrollwood area experienced some inconvenient road closures as pipeline construction was underway. The process included dewatering the area, digging trenches, installing the pipeline, backfilling and restoring the area. The pipeline construction and some aspects of the park construction were orchestrated to begin simultaneously. The treatment plant would be closed after the new pipeline was completed and tested. Originally, Hillsborough County Public Utilities planned to have a 6 month testing period, however this was changed to a 12-month testing period after Pinellas County Public Utilities had problems with their pipelines after an active hurricane season that resulted in flooding and wastewater leakage into Tampa Bay.
February 1, 2016 Hillsborough County Parks and Recreation officially hired Woodruff Architects for Phase I Master Planning of the park.
September 9, 2015 A public meeting was held at the Carrollwood Cultural Center to determine the community desire for a park and the different amenities for the proposed location. The Parks and Recreation Department presented the proposed project and updated the community on its current status. Hillsborough County commissioners proposed $400,000 be budgeted for the park for fiscal year 2016 in preparation for Phase 1 of the park so they would have the funds to purchase it from Public Utilities.
March 5, 2015 Dreaming of a park with many unique amenities, the group of friends and neighbors dreamed up this original concept for the land.
January 23, 2015 Some FONWRPers gathered at the Delwood facility for a professional photo to be used on the cover and for future stories about FONWRP and The Park Project. Photographer was Kevin Newsome. Also attending was BOCC Ken Hagen. During the informal meeting Mr Hagen requested a three-phase FONWRP Wish List. The committee planned to meet to discuss the wish list.
December 8, 2014 Volunteers Tour the Delwood Site
August 11, 2014 A group of neighbors came together to gather public interest in turning a wastewater treatment plan into a community park. Unsure what the name of the park would be, they called themselves the Friends of Northwest Regional Park.
March 10, 2014 In the Spring of 2014, a few neighbors heard rumors that a wastewater treatment plant located in the heart of Carrollwood would be getting decommissioned. People started to wondering what the county would do with the land after they finished taking the plant offline. Residents didn’t want to see more housing development, grocery stores or retail shops taking its place.
